Quick answer

The cigarette limit on a flight from Pakistan is set by the country you land in, not by Pakistan. Saudi Arabia allows 200 cigarettes duty-free. The UAE allows 400. The UK allows 200 (or 50 cigars, or 250 g of tobacco). Malaysia allows none: every cigarette is taxed.

For cash, Pakistan's own limit usually bites first: adults can take out foreign currency worth up to US$5,000 per trip and US$30,000 a year, plus Rs 10,000 in Pakistani rupees.

Rules checked November 2026.

The question everyone asks at the wrong airport

It's 3 am at Allama Iqbal International. Your flight to Riyadh boards in two hours, and someone in the queue asks the question half the terminal is wondering: how many cartons can I take?

The honest answer is that the officer in Lahore usually isn't the one who'll stop you. The one who matters is waiting at the other end, in Riyadh, Dubai, Manchester or Kuala Lumpur. Each of those countries sets its own duty-free cigarette limit, and they're very different. Carry two cartons into Dubai and you're fine. Carry the same two into Saudi Arabia and you'll pay duty on all of them, not just the extra.

This guide covers the cigarette limits for the most common routes out of Pakistan, what Pakistan's airports actually check when you leave, and the cash limits that catch far more travelers than tobacco does.

How many cigarettes are allowed from Pakistan, by country

A carton is 200 cigarettes (10 packs of 20). Keep that number in mind, because most limits below work out to one or two cartons.

Pakistan to Saudi Arabia: 200 cigarettes

  • Duty-free limit: 200 cigarettes, or 500 g of other tobacco such as cigars or shisha.
  • If you go over: Saudi Customs charges duty and taxes on the entire quantity, not just the extra. One carton too many means paying on both.
  • Hard cap: individuals can import at most 2,400 cigarettes every three months, even if they're willing to pay duty.
  • Buying at arrival duty-free in Saudi airports: also capped at 200 cigarettes per passenger.

Pakistan to the UAE (Dubai, Abu Dhabi, Sharjah): 400 cigarettes

  • Duty-free limit: 400 cigarettes (two cartons), or 50 cigars, or 500 g of tobacco, for travelers aged 18 and over.
  • If you go over: customs duty and VAT are charged on the excess.
  • The UAE is the most generous of the common routes, which is why Dubai-bound travelers rarely run into trouble.

Pakistan to the UK: 200 cigarettes

  • Duty-free limit: one of these: 200 cigarettes, 100 cigarillos, 50 cigars, 250 g of tobacco, or 200 heated tobacco sticks.
  • You can split it. For example, 100 cigarettes (half your allowance) plus 25 cigars (the other half).
  • If you go over: you pay tax and duty on everything in that category, not just the extra. Declare it in the red channel or online before you land.

Pakistan to Malaysia: zero

  • Duty-free limit: none. Malaysia removed the duty-free exemption on cigarettes and tobacco for travelers in 2021.
  • What that means: every cigarette you bring in must be declared, and duty and tax are payable on any quantity, even a single pack.
  • Vapes and nicotine liquids are taxed too, and nicotine liquids can need an import licence.

Pakistan to the USA: 200 cigarettes

The US limit depends on whether you live there.

  • US residents and green card holders returning home: 200 cigarettes (one carton) and 100 cigars, counted within the US$800 duty-free personal exemption. You must be 21 or older to bring in tobacco.
  • Visitors (non-residents): 200 cigarettes, or 50 cigars, or 2 kg of smoking tobacco for personal use. Visitors can add up to 100 cigars as gifts under the separate US$100 gift exemption.
  • If you go over: declare the extra. Federal excise tax applies, and some states add their own tobacco tax on top.

Cuban-origin cigars and bidis come with their own restrictions, so leave those at home.

Our take: if you're flying to Saudi Arabia, the UK or the USA, one carton is the safe number. To the UAE, two. To Malaysia, buy them after you land.

Flying the other way? We cover what you can bring into Pakistan, including the 200-cigarette limit, in our baggage allowance guide and Pakistan customs allowance guide.

Pakistan airport customs rules on the way out

We couldn't find a separate per-passenger cigarette limit published by Pakistan Customs for departing travelers. In practice, what you can carry out is set by your destination's limit and by common sense: a carton or two for personal use won't raise eyebrows, while a suitcase of cartons looks like trade, and Customs can stop it as commercial goods.

What Pakistani airports do check on the way out:

  • Cash. Foreign currency leaving Pakistan has to be declared, and it must stay inside the limits in the next section. This is where most travelers actually get stopped.
  • Lighters. Carry one small lighter on your person. Don't pack lighters in checked bags.
  • Vapes and e-cigarettes. Their lithium batteries must go in your cabin bag, never in checked luggage, and you can't use or charge them on board.
  • Smoking on board. Not allowed on any airline flying from Pakistan, including e-cigarettes.
  • Commercial quantities of anything. Ten boxes of the same item, or stock clearly meant for resale, gets treated as trade, not luggage.

Maximum cash limit for international travel from Pakistan

This is the limit that actually catches people, and it comes from Pakistan, not your destination. Under State Bank of Pakistan rules:

  • Adults (18+): foreign currency worth up to US$5,000 per trip and US$30,000 per calendar year.
  • Under 18: up to US$2,500 per trip and US$15,000 per year.
  • Travelers to Afghanistan: US$1,000 per trip and US$6,000 per year.
  • Pakistani rupees: up to Rs 10,000 in notes (Rs 3,000 if you're going to India).
  • Cards: debit and credit card spending abroad has its own separate cap of US$30,000 a year.

The limit is set in dollars but covers every foreign currency, so AED, SAR, GBP or MYR all count at their dollar value. Buy the currency from a licensed exchange company and keep the receipt, because Customs can ask for it. You can file the declaration in advance through FBR's currency declaration app.

How much cash can I carry from Pakistan to Dubai?

Up to US$5,000 in foreign currency per trip, which is roughly AED 18,000. The UAE's own rule only asks travelers to declare cash above AED 60,000, so Pakistan's limit is the one that matters. Carry more than US$5,000 out of Pakistan and the problem happens in Lahore or Karachi, not Dubai.

How much cash can I carry from Pakistan to Malaysia?

The same US$5,000 per trip from Pakistan's side. Malaysia only asks you to declare amounts above the equivalent of US$10,000 on arrival, so again, the Pakistani limit is the real ceiling.

And to Saudi Arabia, the UK or the USA?

Same story. Saudi Arabia asks for a declaration above SAR 60,000, the UK above ยฃ10,000 and the USA above US$10,000, all far above what Pakistan lets you take out in cash. If you need more money abroad, use your card (within its own US$30,000 annual cap) or a bank transfer instead of a thicker envelope.

Before you fly out of Pakistan: a quick checklist

  1. Check your destination's cigarette limit, not Pakistan's. One carton for Saudi Arabia, the UK and the USA, two for the UAE, none duty-free for Malaysia. What goes wrong: you buy two cartons for Riyadh and pay duty on both.
  2. Count duty-free purchases too. Cigarettes bought at the departure duty-free shop still count toward your destination's limit.
  3. Put lighters and vapes in the right place. One lighter on you, vapes in your cabin bag. What goes wrong: a vape in checked luggage gets your bag pulled at security.
  4. Stay under US$5,000 in foreign cash. Declare it, and keep the exchange company receipt in your hand luggage.
  5. Carry Rs 10,000 or less in rupees. Spend or bank the rest before you leave.
  6. Declare anything over the limit. Going through the red channel costs you some duty. Getting caught in the green channel can cost you the goods and a fine on top.

Where BRNG fits

If you live in Riyadh, Dubai, London or Kuala Lumpur, this flight out of Pakistan is only half your trip. The other half is the flight back home next time, usually with spare kilos in your suitcase.

That's the space BRNG is built around. A buyer in Pakistan posts a product link, you see the delivery reward before accepting, and the buyer's payment sits in escrow until they confirm delivery. Nobody hands anyone an envelope of cash at arrivals, which also keeps you well clear of the currency limits above. See how BRNG works, or check what a trip could be worth on our earning calculator.

BRNG is still pre-launch. Join the waitlist as a traveler to hear when your route goes live.

Final takeaway

The cigarette limit belongs to the country you land in: 200 for Saudi Arabia, the UK and the USA, 400 for the UAE, none for Malaysia. The cash limit belongs to Pakistan: US$5,000 per trip in foreign currency and Rs 10,000 in rupees. Know both before you reach the counter.
